Between 1990 and 2007, the juvenile arrest rate for motor vehicle theft fell 74%, so that the rate in 2007 was at its lowest level since at least 1980.

- The juvenile arrest rate for motor vehicle theft more than doubled between 1983 and 1990, up 137%.
- After the peak years of 1990 and 1991, the juvenile arrest rate for motor vehicle theft declined steadily through 2007, falling 74%. In 2007, the juvenile arrest rate for motor vehicle theft was lower than in any year in the 1980-2007 period.
- This large decline in juvenile arrests was not replicated in the adult statistics. Between 1998 and 2007, the number of juvenile motor vehicle theft arrests fell more than 53%, but adult motor vehicle theft arrests decreased just 7%.
