- Between 1992 and 1997, the juvenile male arrest rate for curfew and loitering increased 114% and the female rate increased 150%. Since the 1997 peak, the rates declined in equal proportions for both groups through 2003 (42% for males and 41% for females), increased through 2006 and then decreased in 2007.
