Compared to the considerable fluctuation in race-specific Violent Crime Index arrest rates during the 1980s and 1990s, Property Crime Index arrest rates were far more stable.

Note: Rates are arrests of persons ages 10-17 per 100,000 persons ages 10-17 in the resident population. Persons of Hispanic ethnicity may be of any race, i.e., white, black, American Indian, or Asian. Arrests of Hispanics are not reported separately.

The Property Crime Index includes the offenses of burglary, larceny-theft, motor vehicle theft, and arson.

  • From 1994 through 2007, the Property Crime Index arrest rates dropped dramatically for juveniles in all racial groups: Asians (72% below the 1994 level), American Indians (55%), whites (51%), and blacks (47%).
  • In 2007, the black-white disparity in Property Crime Index arrest rates was much smaller than the disparity in Violent Crime Index arrest rates (2.3 vs. 5.0).
